Vấn đề năng lực quản lý được đề cập từ rất sớm trong lịch sử, đây cũng là đối tượng nghiên cứu được nhiều ngành khoa học tiếp cận và luận giải, trong đó có tâm lý học. Trên cơ sở khái quát các công trình có liên quan đến năng lực quản lý, bài viết góp phần hệ thống hóa và làm rõ cơ sở lý luận của vấn đề này một cách toàn diện. Các kết quả nghiên cứu góp phần cung cấp căn cứ khoa học cho việc làm rõ cấu trúc, tiêu chí, những yếu tố tác động đến năng lực quản lý. Đồng thời, đây là cơ sở khoa học quan trọng cho việc xây dựng, hoàn thiện các biện pháp đào tạo, bồi dưỡng, xây dựng và phát triển đội ngũ cán bộ quản lý đủ phẩm chất, năng lực đáp ứng yêu cầu nhiệm vụ. Khảo cứu vấn đề này còn có giá trị định hướng trong việc nâng cao hiệu quả hoạt động quản lý trong thực tiễn. Qua đó, góp phần phục vụ xây dựng đội ngũ cán bộ quản lý học viên đáp ứng yêu cầu, nhiệm vụ đặt ra trong tình hình mới.
