Factors that affects ODA management in Quang Tri province

Abstract

Following the national trend in which ratio of non-refundable ODA will decrease and ratio of preferential ODA will increase, Quang Trị province should manage and use ODA efficiently. It is necessary to analyze the factors affecting the management of ODA. The direct factors are administrative procedure, project implementation, legal rules and disbursement. And the indirect factors are project orientation and construction, advocacy and attraction, process of implementation, counterpart resources. From the research results, the measures for administrative procedure include promoting administrative reform, forming the one-system reception of appraisal records and maintaining as well as improving the quality of ODA website.
