Expanding the coverage of unemployment insurance in Vietnam today

Abstract

This paper discusses the need to expand the coverage of unemployment insurance in Viet Nam and proposes solutions and conditions for implementing those solutions. To prove our arguments, we use available documents which are synthesized from ILO Conventions, the Resolutions of the Communist Party and the State of Vietnam, reports on UI of the State Management Agencies. Apart from this, we search for information sources from collecting opinions of employees (who are participating and not participating in UI) and interview an UI expert. The research results show that expanding the coverage of UI in Vietnam now is very necessary and to do this, it is necessary to expand the scope of participants and forms of participating in UI under the Employment Law.
