Abstract
During project development, giving an accurate forecast of the necessary time and cost for each stage, project planning helps managers control risks, and early warnings. for project execution issues. Earned value management (EVM) is a project management technique for measuring project progress objectively. The eXponential Smooth Method (XSM) is a prediction method based on the most recent data plus the percentage difference between the predicted number and the actual number at the time of prediction. In this paper, the authors propose a new static approach to the forecasting process, with the desire to give a forecast of practical, efficient, and highly accurate application. the authors have experimented on 10 sets of actual data and the results obtained are more predictable than the previous approaches.
