Abstract
Science, technology, and innovation are critical drivers of sustainable development and economic growth. In Vietnam, these areas have been identified as top priorities in the country’s economic development strategy for the 2021–2030 period. Globally, the European Union (EU) has demonstrated strong determination to leverage opportunities from the Fourth Industrial Revolution, despite facing significant challenges in coordinating among its diverse member states. The EU has successfully developed and implemented key pillars such as the digital ecosystem, digital government, digital society, and digital economy, providing valuable lessons. This study analyzes how the EU has advanced these pillars and offers insights that Vietnam can apply in its upcoming development phase.
