Trong Báo cáo Đại hội XX, Trung Quốc đã đề ra lộ trình phát triển khoa học – công nghệ với mục tiêu, phương pháp và định hướng cụ thể, coi đây là trụ cột chiến lược để thực hiện “Giấc mộng Trung Hoa”. Báo cáo nhấn mạnh việc đổi mới sáng tạo, nâng cao năng lực tự chủ công nghệ, từ đó thúc đẩy vị thế quốc gia trên trường quốc tế. Cột mốc 2035 được xác định như một dấu ấn quan trọng, phản ánh tham vọng trở thành cường quốc công nghệ hàng đầu thế giới, góp phần định hình trật tự quốc tế mới. Trước sự trỗi dậy mạnh mẽ đó, Việt Nam cần chủ động nắm bắt xu thế, củng cố chiến lược ngoại giao và khoa học – công nghệ, đồng thời tận dụng cơ hội từ sự dịch chuyển công nghệ trong khu vực. Song song, cần đánh giá toàn diện ưu điểm và hạn chế nội tại, để từ đó hoạch định chính sách phát triển bền vững, tăng cường năng lực cạnh tranh và nâng cao vị thế quốc tế của Việt Nam trong giai đoạn tới.
