Bài báo phân tích tác động của công nghệ quân sự mới nổi (EMTs) như trí tuệ nhân tạo, vũ khí tự hành và siêu vượt âm đến sự dịch chuyển quyền lực toàn cầu. Sử dụng phương pháp nghiên cứu tình huống và dự báo cùng lăng kính Chủ nghĩa hiện thực, bài báo làm rõ cách thức cuộc đua công nghệ tái định hình sức mạnh quốc gia và thay đổi cán cân quyền lực toàn cầu. Kết quả nghiên cứu cho thấy những đột phá về EMTs làm xói mòn học thuyết răn đe truyền thống và làm trầm trọng thêm thế lưỡng nan an ninh, khiến cán cân quyền lực toàn cầu trở nên năng động và khó dự đoán hơn. Sức mạnh quốc gia ngày càng phụ thuộc vào khả năng làm chủ công nghệ cốt lõi, thay vì chỉ dựa vào khí tài quân sự hữu hình. Theo đó, Việt Nam cần tập trung phát triển công nghệ cốt lõi và triển khai ngoại giao công nghệ nhằm tăng cường năng lực tự cứu (self-help) và củng cố vị thế chiến lược trong môi trường quốc tế đầy biến động.
